What’s in the report:

Horsham District’s Minimum Annual Housing Need Target increased from 897 to 948 dwellings per year.
Standard Method formula takes no account of environmental consequences: it should be abandoned.
Water Neutrality: “Insufficient certainty as to how water neutrality can be achieved”.
Horsham District Planning Framework policies continue to hold weight in the deciding of planning applications despite the lack of a 5-year housing land supply.
