‘Rooftop revolution’ is a win for CPRE

The Government has announced a ‘rooftop revolution’. New homeowners will benefit from rooftop solar and cheaper bills.

This marks a win for CPRE which has campaigned since 2023 for a ‘rooftop solar revolution’.

The Secretary of State for Energy Security and Net Zero announced on 6 June 2025 that new build homes will have solar panels: “Today marks a monumental step in unleashing this rooftop revolution as part of our Plan for Change, and means new homeowners will get lower bills with clean home-grown power.”

The proposed change will be included in the Future Homes Standard, to be published in the autumn. The Future Homes Standard will amend building regulations to require solar panels with some exceptions where new homes are surrounded by trees or in shade. The change will ensure energy efficient homes, cut bills and boost the nation’s energy security.

The proposals could significantly cut energy bills for new build homes. For a typical existing UK home savings of about £530 a year are possible from installing rooftop solar, based on the current energy price cap.
