We need a planning system fit for climate, nature and people

The Better Planning Coalition has set out what it wants to see in the Planning and Infrastructure Bill.

The Coalition says the government’s Planning and Infrastructure Bill puts development above everything — environment, communities, and democracy. Instead the Coalition wants:

  1. Stronger Local Voices
    People and councils must have a real say in decisions — no bypassing local input.
  2. Protecting Nature
    New developments should enhance nature, not damage it. Environmental protections must be kept and strengthened.
  3. Building What’s Needed, Not Just What’s Profitable
    Focus on genuinely affordable homes, climate-resilient infrastructure, and public services — not just fast-track for big developers.
  4. Climate Action Built In
    Planning must support net-zero goals — every project should be climate- and nature-friendly.
  5. Fair and Open Process
    More transparency, accountability, and fair access to justice. The Bill shouldn’t weaken legal challenges or sidestep democratic checks.

The Better Planning Coalition represents 34 organisations, including CPRE, across the environment, housing, planning, heritage and transport sectors with one common goal: a planning system fit for climate, nature and people.
